This is happening to Windows 7 professional 64-bit PC but Steam works fine on my non-gaming laptop. Both solution have failed to produce any results. Namely, the solution to rename the Clientregistryblob file, and restart steam and the solution to delete everything in the steam folder except for steamapps and steam.exe and then rerun the program. So I decided to restart Steam, unfortunately when I tried to sign in, at the 'Connecting Steam account.' popup, the game would give me the error seen above.
With Steam running, re-test the original issue. Then, you will need to launch Steam.exe from within the Steam installation folder, and not from a pre-existing shortcut. Click the Steam option in the top left corner of the Steam client and select Exit to exit Steam completely (don’t just click the x button in the top right corner).
The first time it happened was the day before yesterday, luckily it resolved itself after I exited Steam for awhile.
